Old Dominion Lighting Associates has been serving Southeastern Virginia since 1986, and their site lighting designers have extensive knowledge of lighting design guidelines for all local cities/ counties. And I know this without pulling text from their website.

ODLA's Greater Richmond Area branch has been in operation since 1991, so it seems reasonable to expect that they would have some sort of celebration marking their 20th anniversary. The Illbillys were hired as entertainment (with the excellent professional ministrations of Dragon's Roar Sound so one could actually hear the Illbillys), and the rest was history.
